Fiscal Note

The 2016 Adopted Capital Budget includes reauthorizing $500,000 for the installation of a public art piece on the 700/800 blocks of State Street (MUNIS project 10306). This project is funded from TIF proceeds from TIF District 32.

Authorizing the process to select a Public Art Feature

Body

WHEREAS, the Common Council adopted Resolution, I.D. 30476 on March 19, 2002 adopting the Public Art Framework and Field Guide for Madison, Wisconsin and recommendations contained in the Framework; and

 

WHEREAS the Framework recommends the Madison Arts Commission focus on City capital projects as a primary way to introduce public art into the life of the City; and

 

WHEREAS the State Street Design Project has included, from its inception, the addition of public art into its design; and

 

WHEREAS at their December 11, 2013 meeting, the State Street Design Project Oversight Committee approved the design concepts for 700 and 800 blocks of State Street which included placing public art in the 700 block; and

 

WHEREAS at their January 22, 2014 meeting, the Madison Arts Commission approved the concept of locating an art feature in the 700 block of State Street; and

 

WHEREAS there was a previous plan to place an art feature in the 700 block phase of the State Street reconstruction project and in July of 2014, the below grade infrastructure was constructed and installed in anticipation of supporting the art feature; and

 

WHEREAS City staff is prepared to release a call for artists to submit their qualifications and interest for this project; and

 

WHEREAS the Public Art Committee of the Madison Arts Commission will review those qualifications and choose up to five artists or teams of artists as finalists to prepare proposals for the art feature in the 700 block of State Street as part of the first phase of the selection process; and

 

WHEREAS these finalists will prepare design concepts to be submitted and be paid an honoriaum of up to $3,000 to the Madison Arts Commission Public Art Committee during the second phase of the selection process; and

 

WHEREAS the Public Art Framework requires public input and information sharing as part of all major public design projects, a broad spectrum of the community will be invited to open meetings of the Madison Arts Commission throughout the selection process.

 

NOW, THEREFORE BE IT RESOLVED, that the Department of Planning and Community and Economic Development is hereby authorized to advertise for qualified artists to submit their statements of interest and qualifications as the first phase of the artist selection process.

 

BE IT FURTHER RESOLVED, that the Madison Arts Commission will review qualifications and select up to five finalists to develop proposals to create artwork for the site.

 

BE IT STILL FURTHER RESOLVED, that the Madison Arts Commission will choose an artist and proposed design.

 

BE IT FINALLY RESOLVED, that the Madison Common Council must approve the final design and authorize the execution of a contract with the artist prior to work commencing on this piece.
