Fiscal Note

The proposed resolution authorizes shifting previously approved contract amounts between sub-recipients receiving funding through the City’s 2015 Continuum of Care grant award. There is no additional appropriation required.

Authorize Mayor and City Clerk to sign a $4,670 contract amendment with Community Action Coalition for South Central Wisconsin (CAC) utilizing State ETH funds returned by another recipient.

Body

Background: The State-administered ETH program is comprised of funds from three separate funding sources - the federally-funded Emergency Solutions Grant Program (ESG), and the state-funded Transitional Housing Program (THP), and Homeless Prevention Program (HPP).   The ETH Program is administered by the State of Wisconsin Department of Administration Division of Energy, Housing, and Community Resources (DEHCR).  Funds are allocated to eligible applicants through an annual funding cycle.  Funds are allocated to organizations that work within identified service areas - continuums of care (CoCs). The amount of funds distributed to organizations within a CoC is determined by the Homeless Service Consortium’s (HSC’s)  Board of Directors. 

 

For the CoC serving Madison and Dane County, the City of Madison provides support services to the CoC and its Board of Directors. The City submits the ETH application to the State on behalf of the CoC and it administers awarded ETH dollars through contracts with funded service agencies.

 

Stoughton United Ministries, Inc. (SUM) was allocated $12,400 under the 2015-16 ETH award ($468,153) to provide homeless prevention services.  The agency recently notified City staff that it was discontinuing those services due to staff departures and it would be unable to spend the balance of its award - $4,670. . At its May 20, 2016 meeting, the Homeless Services Consortium Board of Directors approved awarding the unused funds to CAC to support its eviction prevention program to assist eligible households who are at risk of homelessness. This resolution seeks authorization to amend the CAC contract to reflect that change.

 

Action: WHEREAS, on May 8, 2015, the Madison-Dane County CoC was awarded $468,153 in State ETH funds to support a variety of services for persons who are homeless or at risk of homelessness; including $12,400 to help Stoughton United Ministries, Inc provide homeless prevention services; and

 

WHEREAS, on June 16, 2015, the Common Council approved a Resolution (RES-15-00562, Legistar #38742) authorizing the City to execute contractual agreements with agencies specified in the ETH award; and

 

WHEREAS, the HSC Board of Directors acted on May 20, 2016 to reallocate $4,670 of 2015-16 ETH funds from Stoughton United Ministries, Inc to Community Action Coalition for South Central Wisconsin, Inc to be used for prevention services and asked the City to amend the 2015-16 CAC contract accordingly.

 

NOW, THEREFORE BE IT RESOLVED that the Common Council authorize the Mayor and City Clerk to sign a contract amendment with Community Action Coalition for South Central Wisconsin, Inc. increasing its 2015-16 Rentable Contract amount by $4,670.
