Fiscal Note
This new grant provides $4,000 to MPD for overtime pay to deploy officers for enhanced enforcement of bicycle laws (MUNIS 3115520-51320). There is a 25% matching requirement ($1,000) which will be met through the payment of in-kind administrative time and benefits associated with the overtime. These matching costs will be absorbed by MPD’s existing operating budget. Per the grant agreement, the funds must be expended by September 30, 2016. There are no other future costs to the City associated with the acceptance of this grant.

Body
WHEREAS, each year the Wisconsin Department of Transportation-Bureau of Transportation Safety (WI DOT-BOTS) provides funds to local police agencies for overtime for enforcement of traffic violations; and

WHEREAS, this year WI DOT-BOTS has offered the Madison Police Department $4,000 for bicycle safety enforcement; and

WHEREAS, this initiative will enable safer conditions for bicyclists by deploying officers for enhanced enforcement of bicycle laws; and

WHEREAS, the grant funds enable the Police Department’s Traffic and Specialized Services Section to coordinate additional traffic enforcement activities that would otherwise not be provided; and

WHEREAS, required matching funds of 25% are met through City fringe benefits paid for grant-funded overtime and associated in-kind administrative expenses.

NOW THEREFORE BE IT RESOLVED that the Mayor and Chief of Police are authorized to accept this public safety grant totaling $4,000 from the Wisconsin Department of Transportation, Bureau of Transportation Safety.

BE IT FURTHER RESOLVED that $4,000 will be used for additional overtime patrols.
