The proposed resolution approves an Art in Public Places funding award of $10,000 to 1000 Friends of Wisconsin. The Planning Division 2016 Adopted Budget includes $100,000 transferred from the General Fund in the Municipal Art Fund project (no. 10056). These funds will be applied towards this resolution.

Body
WHEREAS, the Common Council adopted Resolution ID #30476 on March 19, 2002, adopting the Public Art Framework and Field Guide for Madison, Wisconsin and recommendations contained in the framework; and

WHEREAS, the Public Art Framework and Field Guide recommends the Madison Arts Commission create opportunities for community partnerships for Art in City-Building; and

WHEREAS, the Madison Arts Commission, whose mission it is to make the arts an essential part of the lives of all of Madison's citizens, re-established the Art in Public Places (AIPP) program at their Wednesday, May 9, 2012, meeting; and

WHEREAS, funding for these projects are identified as potential expenditures in the Municipal Art Fund in the 2016 Capital Budget; and

WHEREAS, at the April 12, 2016 meeting of the Madison Arts Commission, members reviewed the request of the Regent Street Neighborhood Association to receive AIPP funding to commission artist Julia Schilling to create a site-specific gateway project for the Underpass at Walnut and Old University Avenue; and

WHEREAS, the result of this project will be the creation of a permanent work of art by Julia Schilling, following an extensive community process, that celebrates the unique characteristics of the neighborhood and serves as a welcoming portal between the campus and the community; and
