Fiscal Note
The proposed resolution authorizes a three year contract (June 1, 2016 through May 31, 2019) in the amount of $288,925 for engineering services to perform inspection, develop plans and specifications, and provide contract administration for maintaining and repairing Parking Utility facilities (primarily parking garages). The 2016 capital budget includes $909,000 for Parking Garage Repairs (MUNIS Project 17456) which is funded through Parking Utility reserves and which will fund the $288,925.

The contract also provides for additional consulting work to be performed upon request of the Parking Utility as needs arise over the duration of the contract. These costs will be charged to the Parking Utility’s operating budget, subject to the availability of funds. There are no specific plans for additional consulting in 2016 at this time; however, the contract allows for the selected consultant to do both planned consulting work and work for unforeseen needs (such as property damage due to an incident).

WHEREAS, the City of Madison Parking Utility requires ongoing engineering services for maintenance of their parking structures and other facilities; and

WHEREAS, a Request for Proposal was issued to solicit proposals to select a qualified firm; and

WHEREAS, the Purchasing Division and Parking Utility through a competitive process solicited proposals for RFP #8443-0-2015-JA, Engineering Consulting Services for Madison Parking Utility Structures, and received written proposals; and

WHEREAS, an evaluation team consisting of the purchasing supervisor’s designee, relevant Parking Utility staff, and staff from City Engineering conducted a detailed evaluation, scored and ranked each of the proposals...
