Fiscal Note

This resolution amends the 2016 Adopted Capital Budget to appropriate $170,000 from Impact Fee reserves to the Allied Drive Area Potential Park project (no. 10543). The increased appropriation will fund park development efforts in the Allied Drive neighborhood.  Impact fees for the project will be appropriated from Elver Impact Fee District, which currently has $735,123 in cash reserves ($555,000 is currently committed in the 2016 Adopted Capital Budget). Upon adoption of this resolution, the fund balance will be $10,123.

 

The 2016 Adopted Capital Budget included $140,000 for the Allied Drive Potential Park project. The current project budget is broken down between GO Borrowing ($90,000) and private donations ($50,000). Upon adoption of this resolution the total project budget will be $310,000.

SUBSTITUTE: Amending the 2016 Capital Budget for the Parks Division to appropriate $170,000 from impact fees increase budget authority to accommodate anticipated park development for the new neighborhood park in the Allied Neighborhood.

 

Body

WHEREAS, the Allied Neighborhood Resource Team has worked closely with the Allied Community to determine the needs of the residents especially young residents; and,

 

WHEREAS, the Parks Division’s 2015 Capital Budget included $140,000 in funding for the creation of a full-length basketball court within the Allied Drive area; and,

 

WHEREAS, the Parks Division worked closely with Community Development Authority (CDA) staff to identify the best place for this amenity to be located and how it would be managed in the future; and

 

WHEREAS, the CDA and the Parks Division agreed that the best result for the community would be for the Parks Division to acquire the currently vacant lots #1 and #2 within Mosaic Ridge and establish a neighborhood park for the Allied area; and

 

WHEREAS, the project was reauthorized in the 2016 Parks Division Capital Budget as Project #1, “Allied Drive Area Potential New Park” to allow for time to complete the acquisition of this property from the CDA; and,

 

WHEREAS, the acquisition is in the legislative process to secure authorization by the Council via resolution (Legislative File #41957) for the acquisition of Lots 1 and 2; and,

 

WHEREAS, the Parks Division is working collaboratively with the City of Fitchburg Parks Department to improve the park amenities for all area residents on both the new City of Madison parkland as well as the neighboring Belmar Hills Fitchburg park; and,

 

WHEREAS, it is in both the City’s and neighborhood’s best interest to have the anticipated park development of the new City parkland occur expeditiously and as part of one continuous process of planning into development; and,

 

WHEREAS, the Parks Division is committed to providing high quality park infrastructure across the City, and especially within neighborhoods that have historically been park-deficient.

 

NOW, THEREFORE BE IT RESOLVED that the 2016 Adopted Capital Budget is amended to appropriate $170,000 from impact fees increase the expenditure authorization by $170,000 in the 2016 Parks Division’s Capital Budget (Project5 1, Allied Drive Area Potential Park, MUNIS Project No. 10543).
