Fiscal Note

This resolution allocates $50,000 in funds previously approved with the City’s 2016 Operating Budget under Madison Food Policy Council grants.  No additional funds are being requested, and there is no impact on the City levy.

Approving the allocation of $50,000 in previously authorized funds from Miscellaneous Appropriations to fund nine proposals received during the 2016 Madison Food Policy Council “SEED” Grants funding process, and authorizing the Mayor and City Clerk to enter into agreements with the associated agencies, organizations, groups, and individuals to implement the designated projects or programs. 

 

Body

WHEREAS, in the adopted 2016 City of Madison Operating Budget there is $50,000 in Miscellaneous Appropriations designated to the Madison Food Policy Council to deliver as grant funds and authorizes a working group of the Food Policy Council to deliver said funds; and

 

WHEREAS, as part of the 2016 Madison Food Policy Council “SEED” Grant funding process, 14 proposals, which included $97,121.00 in total funding requests, were received by the Mayor’s Office; and 

 

WHEREAS, the overwhelming response demonstrates the need for food system-related grants now and in the future; and 

 

WHEREAS, the nature of the responses also indicates a great need in collaborative funding efforts with other stakeholders within the city and county; and 

 

WHEREAS, the applications were subsequently evaluated by the Funding Working Group of the Madison Food Policy Council, in order to recommend no more than the authorized amount of $50,000; and

 

WHEREAS, the work group placed priority on applications that were new projects/programs, targeted areas of need, were not currently funded by the City, and if staffing costs were requested, there was a clear demonstration of replacement for SEED funding in future years; and

 

WHEREAS, the work group held two meetings to evaluate the proposals, including one meeting in which finalists were invited to make presentations and to answer questions about their proposals; and

 

WHEREAS, on March 2, 2016, the Madison Food Policy Council approved the recommendations of the Funding Working Group; and

 

WHEREAS, a total of nine SEED proposals were funded (recommendations of the working group), totaling $50,000 (specific proposals and funding recommendations are shown below); and 

 

WHEREAS, the availability of $50,000 in Miscellaneous Appropriations under the Madison Food Policy Council “SEED” Grants is sufficient to cover the Council’s recommended program/project funding allocations for nine proposals, as specified below:

 

                     The Campus Kitchens Project at UW-Madison, The Board of Regents of the University of Wisconsin Systems on behalf of the University of Wisconsin-Madison, Office of Sustainability, on behalf of Campus Kitchens Project: UW-Madisonup to $846.00 for storage space and kitchen rentals to expand food recovery efforts and the addition of free meals offered on campus and in the community.

 

                     Allis Elementary Heritage Community Garden Initiative, Madison Metropolitan School District: up to $4,900.00 for water access installation, transportation, and compost delivery for the installment of a community garden and mentorship activities in the garden.

 

                     Lindbergh Cafeteria Makeover, REAP Food Group, Inc.:  up to $4,100.00 for staffing, equipment, supplies, and Americorps support to support the "makeover" of the cafeteria at Lindbergh Elementary including infrastructure improvements and educational activities.

 

                     Cooking Traditions at Centro, Centro Hispano, Inc.up to $5,500.00 for supplies, equipment, food, marketing, incentives, and staffing for the establishment of cooking classes and nutritional programming at Lincoln Elementary for area residents.

 

                     Brentwood Community Gardens, DSS Community Center Inc.: up to $7,300.00 for staffing, supplies, equipment, and kitchen rental for the establishment and coordination of the Brentwood Gardens for Empowerment program (a youth engagement/employment garden-based program).

 

                     Growing Healthy Bayview Families, Bayview Foundation Inc.up to $6,100.00 for staffing, CSA membership subsidy, garden supplies, chef assistance, and meal supplies for four programs targeting all generations in the Bayview neighborhood, including CSA educational programming, garden activities, food pantry support, and family meals.

 

                     Healthful Access Program, Irwin A. and Robert D. Goodman Community Center, Inc.:  up to $7,000.00 for staffing, food, cooking demonstrations, cooking classes, and child care to establish 4 Sunday community brunch meals that incorporate cooking classes and expanded food pantry hours.

 

                     Processing and Distribution Capacity, Center for Community Stewardship, Inc. Northside Planning Council as fiscal agent for Healthy Food for All Dane Countyup to $4,750.00 for staffing, kitchen and storage rental, and packaging materials and supplies to expand the food waste recovery and distribution efforts to area food pantries.

 

                     Preparing Assets for Integration without Dependency (PAID), Mellowhood Foundation, Inc.: up to $9,504.00 for wages for 8 youth during the summer months for employment in a gardening and reading program in the Meadowood neighborhood.

 

NOW, THEREFORE, BE IT RESOLVED, that the Madison Common Council approves the recommendations of the Funding Working Group of the Madison Food Policy Council to provide funding for the programs and projects in the amounts detailed above; and

 

BE IT FURTHER RESOLVED, that the Mayor and City Clerk are authorized to execute agreements with the above listed agencies, organizations, or companies (or their fiscal agents) for the described activities.
