The City will receive $130,000 from WI DOT BOTS for the Speed Enforcement grant, of which $65,000 will be passed through to Dane County. The City will also receive $4,000 from WI DOT BOT for the Drive Sober grant. And the City will receive $60,000 from Dane County for the Seatbelt Enforcement grant. The net new funds for the City from these grants is $129,000.
The City's match requirement of $28,500 $32,250 (25 percent) will be met using funds included in the Police Department's operating budget to pay the fringe benefit costs associated with the overtime and administrative time funded by the grant.

SUBSTITUTE: Authorizing the Mayor, City Clerk and Chief of Police to accept public safety grants from the Wisconsin Department of Transportation: Speed Enforcement ($100,000) ($130,000), Seatbelt Enforcement ($60,000, pass through from Dane County) and Drive Sober Mobilization ($4,000); and amend budgets accordingly

WHEREAS, each year the Wisconsin Department of Transportation-Bureau of Transportation Safety (WI DOT-BOTS) provides funds to local police agencies for overtime for enforcement of traffic violations; and
WHEREAS, this year WI DOT-BOTS has offered the Madison Police Department $100,000 for speed enforcement ($50,000 for Dane County Sheriff’s Office pass-through), $60,000 seatbelt enforcement (pass-through funding from the Dane County Sheriff’s Office) and $4,000 for traffic speed enforcement equipment; and
WHEREAS, this year WI DOT-BOTS has offered the Madison Police Department the following grants: Speed Enforcement - $60,000 for overtime, $5,000 for equipment, and $65,000 pass-through to the Dane County Sheriff’s Office; Drive Sober - $4,000 for equipment; and Seatbelt Enforcement pass-through from Dane County - $60,000 for overtime; and
WHEREAS, this initiative will enable safer conditions for motorists and others by deploying officers for enhanced enforcement of traffic laws; and
WHEREAS, these initiatives will enable safer traffic conditions by deploying officers for enhanced enforcement of vehicular laws in collaboration with the Dane County Sheriff’s Office; and
WHEREAS, the grant funds enable the Police Department’s Traffic and Specialized Services Section to coordinate additional traffic enforcement activities that would otherwise not be provided; and
WHEREAS, the Department has an opportunity to partner with the Dane County Sheriff’s Office in the speed and seatbelt enforcement initiatives in an effort to reduce incidents of excessive vehicle speeds on City of Madison roadways and increased use of seatbelts so as to contribute to decreasing the number of deaths and/or injuries due to crashes; and
WHEREAS, required matching funds of 25% are met through City and Dane County Sheriff’s Office fringe benefits paid for grant-funded overtime and associated in-kind administrative expenses.
NOW THEREFORE BE IT RESOLVED that the Mayor, City Clerk and Chief of Police are authorized to accept these public safety grants totaling $134,000 from the Wisconsin Department of Transportation, Bureau of Transportation Safety and $60,000 from Dane County.
BE IT FURTHER RESOLVED that $110,000 $120,000 will be used for additional overtime patrols.
BE IT FURTHER RESOLVED that $50,000 $65,000 will be used to reimburse the Dane County Sheriff’s office for its additional overtime patrols and traffic enforcement equipment.
BE IT FURTHER RESOLVED that $4,000 $9,000 will be used to purchasing traffic speed-detecting enforcement equipment.
BE IT FINALLY RESOLVED that the Finance Director and the Police Department are authorized to establish and/or maintain segregated accounts as required for the administration of the grant funds; and amend budgets accordingly.
