The proposed resolution will amend the 2016 Adopted Operating Budget to transfer $15,000 from Contingent Reserve to CDD for a purchased services contract with Madison Urban Ministry for the Community against Violence Program. Funds will be transferred to MUNIS account 62442-54820 (Service: Community Support Services, Object: Community Agency Contracts). Following the transfer of these funds the remaining balance in 2016 Contingent Reserve will be $1,157,510.

Body
Communities Against Violence is the community response component of the Madison Police Department (MPD) Focused Deterrence program. The Focused Deterrence program was developed in 2011 in response to increasing gun violence in Madison. At that time MPD, Special Investigative Unit began conducting Notification events in which selected repeat violent offenders were invited to a community meeting in which they were put ‘on notice’ that there would be sanctions and consequences for continued violent and criminal behavior, and informed of an array of social services and supports available to them. Madison Urban Ministry has provided outreach and case management services to CAV participants since the beginning of this program. Funding to support these efforts has been provided to MUM through the Emerging Opportunites Program, however, that funding has expired. Replacement funds are needed in order for these services to continue.
