Title
Authorizing the Mayor and City Clerk to enter into a purchase of service (Architect) agreement with OPN Architects to provide professional architectural and engineering design services for the Library Maintenance Support Center Remodel and Addition in the amount of $192,600.
Body
WHEREAS the 2016 Capital Budget includes an amount of $1,750,000 for the Library Maintenance Support Center Remodel and Addition located at 1301 West Badger Road, an architect consultant must be hired to design this project; and,
WHEREAS the total contract compensation for architectural and engineering design services for OPN Architects is $192,600; and,
WHEREAS the project is the development and preparation of architectural and engineering design, plans and specifications, preparation of bid documents, assistance in the bid process and construction administration services for the design and construction to remodel an existing office building and construction of a new warehouse building addition, including site development work, for the Library Maintenance Support Center Remodel & Addition; and,
WHEREAS the project includes remodeling and renovation of existing interior office spaces and existing warehouse storage spaces to accommodate maintenance support services for the Madison Public Library; and,
WHEREAS the project includes a proposed warehouse storage building addition; and,
WHEREAS the library maintenance services, supply, storage, and support functions are currently located on Pennsylvania Avenue, the new Library Maintenance Support Center on Badger Road will provide a City-owned facility that will include warehouse storage space for the Library and Monona Terrace, and Library shop repair space, meeting space, and office space for Library IT staff; and,
WHEREAS the lease expires at the Pennsylvania Avenue location on March 31, 2016, it is desirable to relocate storage to the Badger Road facility prior to the lease end date; and,
WHEREAS OPN Architects located at 301 North Broom Street, Madison, Wisconsin, has been selected through the “Request for Qualifications” process and “Final Interview” process, and is the final selected candidate in accordance with MGO Section 4.26 of Madison General Ordinances and in accordance with APM No. 3-3 of Administrative Procedure Memorandum; and,
BE IT FURTHER RESOLVED that the Common Council hereby authorizes the Mayor and City Clerk to enter into a contract for purchase of services, in a form to be approved by the City Attorney, with OPN Architects to provide professional architectural and engineering design services for the Library Maintenance Support Center Remodel & Addition.
