SUBSTITUTE Amending Sections 3.14(4)(a), (b), (d) and (e) of the Madison General Ordinances to add an elected official from a Regional Transit Partner to the Transit and Parking Commission

DRAFTER'S ANALYSIS: This amendment adds a tenth member to the Transit and Parking Commission. This member will be an elected official from a regional transit partner. Regional transit partners are those entities and communities that pay Metro Transit annually for transit services. Examples of regional transit partners include the Madison Metropolitan School District, MATC, Verona and Middleton. The amendment specifies that the regional partner member will serve a 1-year term and vote only on matters pertaining to transit.
The amendment also provides that one of the two alternate members must be an elected official from a regional transit partner. This alternate may only serve as an alternate for the regional transit partner member.
Finally, the ordinance sets out a process for nominating and appointing the regional transit partner member and alternate and clarifies that the regional transit partner counts toward quorum only for those matters on which they are able to vote.
The purpose of this amendment is to add a member to the TPC who represents the voice of those communities and entities that pay Metro Transit to provide transit services to that community or entity.
This amendment is in substitute form because the TPC requested certain changes to the original ordinance that was introduced.
