Amending the 2015 Facilities Management Capital Budget and Awarding Public Works Contract No. 7311, CCB City Channel Remodel to JH Findorff & Son, Inc.

Body

WHEREAS Facilities Management has $800,000 in the 2015 Capital Budget to design, engineer remodel and equip the CCB City Channel-SRP Remodel project located on the 3rd floor in the City-County Building at 210 Martin Luther King Jr. Blvd., in Madison, Wisconsin; and,

 

WHEREAS the project includes remodeling of around 2,677 square feet on the 3rd floor of the City-County Building for the new City Channel recording studio and office suite, and partial remodeling of around 2057 square feet of the existing Share Resource Partnership suite; and,

 

WHEREAS the project is necessary to relocate the City Channel studio and offices from the Madison Municipal Building into a new location in the City-County Building; and,

 

WHEREAS City Channel office and Studio is being relocated to CCB so it can be adjacent to existing Information Technology Department offices in the City County Building.

 

WHEREAS on September 11, 2015 two construction bids were opened, the low bid is JH Findorff & Son, Inc. in the amount of $893,000, in addition an 8% construction contingency will be added to the project for a budget authority total of $964,440; and,

 

WHEREAS there are several factors for the bid results exceeding the existing budget.

1. The current construction climate in Southern Wisconsin is experiencing limited bidding coverage especially the electrical/mechanical trades. 2. The high cost of new studio lighting, controls and Cyclorama wall. 3. This space requires a redundant mechanical system to provide proper cooling loads to offset studio lighting and server equipment.

 

WHEREAS Facilities Management has contracted for design services in the amount of $57,920 for architectural and engineering design and $10,250 for specialty recording studio design services,

 

WHEREAS The City of Madison has purchased suite 340 City Channel space for the amount of $160,000 the following funds are available:

 

WHEREAS in connection with the City Channels remodeling the CITY shall be performing certain mechanical upgrades and other necessary construction changes to the adjacent space owned by the COUNTY identified as SRP Room. The COUNTY agreed to reimburse the CITY an amount equal to 50% of the construction costs of said work; the value of which has been determined by the low bidder as $130,578.50; and,

 

WHEREAS in order to fund this construction contract, a budget amendment of $244,361.50 to the 2015 Facilities Management Capital Budget is necessary; and,

 

NOW THEREFORE BE IT RESOLVED that the 2015 Facilities Management Capital Budget is hereby amended to transfer the budget authority in the amount $81,454.00 From the following sources; General Building Improvements No.10575, Energy Efficiency Fund No. 810604 and Facility Streets Fund No. 810705 to the CCB City Channel Remodel project for a total of $244,362.00; and,

 

NOW, THEREFORE, BE IT FURTHER RESOLVED that the 2015 Facilities Management Capital Budget is hereby amended to recognize the reimbursement by Dane County in the amount of $130,580; and

 

BE IT FURTHER RESOLVED that the low bid by JH Findorff & Son, Inc. be accepted and that the Mayor and City Clerk are hereby authorized to enter into a contract with the low bidder contained herein, subject to the Contractor’s compliance with Section 39.02 of the Madison General Ordinances concerning compliance with the Affirmative Action provisions and subject to the Contractor’s compliance with Section 33.07 of the Madison General Ordinances regarding Best Value Contracting; and,

 

BE IT FINALLY RESOLVED that the funds are encumbered to cover the cost of the project contained herein.
