Fiscal Note
The proposed resolution includes approval of a contract subaward agreement with the University of Wisconsin Board of Regents for the Fire Department’s participation in the Community Paramedicine program. The City is eligible for funding of $224,092 from August 15, 2015 through May 31, 2019. Total program costs are estimated to be $338,529 over this period. The City would be required to provide $114,437 in supplemental funds over this period assuming the contract subaward agreement is renewed each of the four terms. With contract renewal of subaward annual funding each term, the annual levy impact is $13,037 in 2016, $16,599 in 2017, $22,636 in 2018, and $62,166 in 2019.

The program will include the following expenses in 2015: one Community Paramedicine 2 position ($9,491), one portable radio ($1,500), one computer ($4,000), and phone and mobile access ($30), totaling $15,021. 2015 costs will be fully covered by contract subaward agreement funds.

The fiscal impact is built upon the assumption of continued funding. Under this assumption, the City’s cost commitment to the program will grow in subsequent years. The City will be required to provide 17% of program funding in 2016, 22% of program funding in 2017, 27% of program funding in 2018, and 71% of program funding in 2019. Should the Fire Department not receive additional contract funds after the first term, the City will be responsible for funding the remaining 2016 costs, which total to $48,264 after the first term contract ends on May 31, 2016.

The Fire Department has submitted a supplemental request for funding with the 2016 Operating Budget to cover remaining costs after contract the subaward agreeement funds are applied. The fiscal impact of the position’s salary and benefits includes salary step increases. The fiscal impact of the position does not include future salary increases that would require Council approval.
