Fiscal Note

Adoption of the Resolution will not commit the Council to additional expenditures at this time, but represents a step toward significant potential impacts on future City capital and operating expenses. The continuing planning work may result in recommendations to implement a Bus Rapid Transit (BRT) start-up system in the region. Future costs may be borne by a mix of Federal, State and Local dollars. Future extensions of the initial start-up BRT system may have additional impacts to City finances.

 

This Resolution authorizes continuation of high-capacity transit planning, acceptance of federal funds and authorizes Madison Metro to continue to administer the funding. City Planning Division staff estimate that the model refinement and calibration work will require approximately six months to complete - at a total cost not to exceed $194,532. Funding sources for the on-board survey are a combination of Federal and State funds.

 

Planning staff resources will be reallocated to provide support for the Task Force without the need for additional expenditure. Any future expenditures associated with the project will require further Council approval.

Title

Authorizing the Mayor and the City Clerk to enter into an agreement with HNTB Corporation for work to refine and calibrate the travel demand forecasting model used by the Madison Area Transportation Planning Board, an MPO, amend a public transit capital grant from the U.S. Department of Transportation and matching funds from the Wisconsin Department of Transportation (WisDOT) for continuing work on high-capacity transit planning, and authorizing the Mayor and the City Clerk to execute the associated grant agreements with USDOT.

Body

WHEREAS, the City of Madison, Dane County and the Wisconsin Department of Transportation have entered into an intergovernmental agreement stipulating the financial and administrative responsibilities of these agencies in high-capacity transit planning in the region; and

 

WHEREAS, Madison’s Congressional delegation has secured three separate federal appropriation bill earmarks, FTA has been delegated authority to award Federal financial assistance for high-capacity transit planning projects and will impose certain administrative obligations upon the City of Madison; and

 

WHEREAS, the Federal Transit Administration has required additional work to support high-capacity transit planning (including the completion of an on-board survey for Metro Transit; and necessary updating and calibration of the travel demand forecasting model that supports these planning and evaluation activities); and

 

WHEREAS, the total cost of the contract will not exceed $194,532 for additional survey work. Federal Transit Administration has awarded the City of Madison $97,266 (to be matched with $97,266 WisDOT funds, already committed to the project) to conduct this work.

 

NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF MADISON:

 

1.                     That the Transit General Manager is authorized to file the appropriate documentation with FTA and accept the FTA and WisDOT funds on behalf of the City of Madison for Federal assistance authorized by Title 23 and Chapter 53 of Title 49, United States Code, or other Federal Statutes authorizing the above-mentioned projects set forth in the preamble and administered by FTA.

 

2.                     That the Transit General Manager is authorized to execute and file the annual certifications and assurances and other documents FTA requires associated with the financial assistance grant.

 

3.                     That the Mayor and City Clerk are authorized to execute grant agreements for the aforementioned applications.
