Fiscal Note

Rates of the proposed contract vary based on the types of training provided: EMT versus Firefighter. During the terms of the contract the Fire Department anticipates sending six employees through EMT training at a rate of $817 per EMT. There is an additional $100 charge per participant for national registry. The Department anticipates sending between 18 and 20 participants through Firefighter training at a rate of $180 per Firefighter. Based on these enrollment rates the anticipate cost for the life of the contract is $14,502.

 

The City receives reimbursement from Madison Area Technical College as well as grant funds from the State of Wisconsin. In 2014 the City received approximately $12k from these sources to offset training costs.

 

The 2015 budget includes $25,000 for these expenditures.

 

Title

Approving an agreement with Madison Area Technical College (MATC)  for fire and emergency medical services training and testing services.

Body

The City of Madison Fire Department must train new employees (recruit classes)  and  provide refresher training to maintain ongoing certiification/licensure for emergency response personnel.  MATC and the Fire Department have worked closely together for many years so that certified fire/ems instructors employed by the Fire Department are able to conduct the required training for Fire Department employees.  MATC has also provided additional instructors to supplement or assist Fire Department instructors as required to meet recommended  instructor to student ratio.

 

MATC controls curriculum and provides MFD personnel certain training courses and testing services.  The Fire Department provides qualified and State certified instructors.

 

MATC is paid for its training and testing services by the City.  The City is reimbursed by MATC for the instructional services provided by our MFD State certified instructors.Both expense and revenue for this program  is included in the 2014 Fire Department budget

 

The term of this agreement starts on July 1, 2015  and ends on June 30,2016.  The agreement may be extended for a period of up to three years starting on July 1, 2016.  Any extension to this agreement must be executed in writing and signed by both parties.  The Fire Chief can execute the extension of this agreement for the City.

 

 

WHEREAS, the City Fire Department  operates an emergency response program requiring employee licensure/certification.

 

NOW, THEREFORE, BE IT RESOLVED, that the City approve the agreement with the Madison Area Technical College for  Fire Department training and testing services.

 

BE IT FURTHER RESOLVED, that the agreement starts on July 1, 2015 and ends on June 30, 2016 and the agreement includes the  option of an extension for up to three years .

 

BE IT STILL FURTHER RESOLVED, that the Mayor and Clerk are authorized to execute the agreement and the Fire Chief is authorized to approve extension of this agreement for up to three years.
