DRAFTER'S ANALYSIS: The law is not clear on whether and how the Council might reconsider a vote on overriding a Mayoral veto. See the Formal Opinion #2015-001 of the City Attorney. The Council recently allowed a motion to reconsider a vote on overriding a Mayoral veto.
This ordinance amendment adds to the section on reconsideration by explicitly authorizing a motion to reconsider a vote on overriding a Mayoral veto. Reconsideration would lie whether the override succeeded or failed. Under this amendment, the vote on the motion to reconsider must be taken at the next succeeding regular Council meeting, and may not be referred.

The Common Council of the City of Madison do hereby ordain as follows:
Section 2.21 entitled “Reconsideration of Question” of the Madison General Ordinances is amended to read as follows:

“2.21 RECONSIDERATION OF QUESTION.
(1) It shall be in order for any member who voted in the affirmative on any question which was adopted, or for any member who voted in the negative when the number of affirmative votes was insufficient for adoption to move a reconsideration of such vote, at the same or next succeeding regular meeting of the Council. It shall be in order for any member who was, due to an excused absence, not present at the time the question was considered to move reconsideration of such vote at the next succeeding regular meeting of the Council. A motion to reconsider having been lost shall not be again in order. A motion to reconsider shall not be in order when the same result can be obtained by another motion.
(2) A vote by the Common Council on overriding a mayoral veto (whether the vote failed or succeeded) is subject to a motion for reconsideration. ...
