BACKGROUND
The City of Madison, serving as the Collaborative Applicant for the Madison/Dane County Continuum of Care (CoC) Homeless Assistance application, submitted a planning project proposal to the U.S. Department of Housing and Urban Development (HUD) in October 2014, as part of HUD's competitive application process to award FY14 CoC Homeless Assistance grant funds. The activities described in the submitted application included engaging an outside party to provide assistance in the evaluation of current programs serving homeless persons and in the implementation of HUD-mandated activities and system outcomes.
 
In January 2015, the City of Madison received notice of its HUD CoC Homeless Assistance grant award in the amount of $38,739 (Grant # WI0161L51031400) for the planning project articulated in the City's successful proposal. The Community Development Division (CDD), through its CDBG unit, proposes to amend the City's current contract with the Corporation for Supportive Housing, Inc. (CSH) to provide activities in implementing the planning project, including the following:
 
· Beginning in June 2015, use data collected and analyzed as part of the current scope of work with CSH to understand the local environment and compare to best practices from other communities.
· Assist a local steering committee to identify six key issues related to homelessness and explore appropriate issue area experts to create a list of panelists for a two-day Charrette.
· Working with local steering committee members, facilitate two days of panels focused on issues determined by local staff and stakeholders to be held in October 2015.
· Hold a debriefing with local steering committee and write up recommendations from the Charrette.
· Make a presentation of draft recommendations to the community for feedback in November 2015.
 
The selection of CSH as the sole source will expedite the implementation of this planning project, and ensure that the City expends the HUD funds in a timely manner.
 
ACTION
WHEREAS, many stakeholders in the homeless provider community have identified the implementation of a community-wide process to update the Community Plan to Prevent and End Homelessness in Madison/Dane County, which was last reviewed in 2011, as a priority during 2015; and,
 
WHEREAS, the City was awarded a $38,739 HUD Continuum of Care (CoC) grant in January 2015 for the purpose of conducting such a process; and,
 
WHEREAS, the City has an existing contract with the Corporation for Supportive Housing, Inc. (CSH) for a similarly CoC-funded planning project; and,
 
WHEREAS, selecting CSH as the sole source for the provision of the services associated with the planning project described herein will expedite the implementation of the process, and ensure the City's timely expenditure of the HUD CoC funds; and,
 
WHEREAS, selection of CSH for the provision of planning services as described herein, and the make-up of the steering committee that will guide this planning project, is contingent upon approval by the Homeless Services Consortium board of directors;
 
NOW, THEREFORE, BE IT RESOLVED, that the Common Council authorizes the Mayor to sign a contract with HUD accepting the CoC planning funds; and,
 
BE IT FURTHER RESOLVED, that the Common Council authorizes CDD to amend the scope and budget of the City's existing 2014 contract with CSH to reflect the purchase of the additional services described above in the amount of $38,739; and authorizes the Mayor and City Clerk to sign the contract amendment and any other agreements deemed necessary to accomplish the goals of this Resolution; and,
 
BE IT FINALLY RESOLVED, that the Common Council hereby amends the Adopted 2015 CDBG Operating Budget as appropriate to reflect the additional HUD grant revenue and
commensurate expenditures.
