SUBSTITUTE Authorizing the reappointment of members to the Ad Hoc Downtown Restroom Committee and adjusting meeting requirement, recommendation deadline and construction schedule report back dates.

Body
WHEREAS, the Common Council adopted Resolution, ID# 34004 creating an Ad Hoc Downtown Public Restroom Committee on May 20, 2014; and,

WHEREAS, Resolution, ID# 34004 included appointments to the committee and required that members submit to the City Clerk’s Office a Statement of Interest form prior to serving on the Committee, and if the form had not been received after 30 days of appointment the position would then be considered vacant; and,

WHEREAS, the first meeting did not occur before the resolution deadline and therefore requires the following people who did not have a Statement of Interest form on file with the City Clerk, to be reappointed to the committee:

· One Capitol Neighborhoods (CNI) representative, Jeffrey Vercauteren (President) Davy Mayer
· One Downtown Homeless Services Provider, Pastor Carly Kuntz, First United Methodist Church
· One major downtown property owner, Mark Binkowski, Urban Land Interest
· One resident who has previously experienced homelessness who has been appointed to the current Dane County Homeless Issues Committee, Ronnie Barbett; and,

WHEREAS, the following people continue to be members of the ad hoc committee and do not need to be reappointed (Statement of Interest Forms are on file with the City Clerk):

· One Downtown Ald. Mike Verveer (also on Downtown Coordinating Committee (DCC);
· One Downtown Madison Inc (DMI) Representative, Susan Schmitz or designee;
· One Dane County Homeless Issues Committee Ald. Larry Palm;
· One Business Improvement District (BID) Board member, President Gregory Frank or designee (also on DCC and Visitor Bureau); and,

WHEREAS, the Committee was not able to meet to make ...
