The 2014 Capital Budget amendment needed is as follows:

Streets Division, Project #2 - Equipment:
$120,000 CE63-58599-810585 Other Equipment;
($120,000) CE63-79140-810585 Promissory Note Proceeds.

After adoption of this resolution, an amendment to the 2015 Capital Budget will be submitted for the reauthorization of these funds from the 2014 Capital Budget to the 2015 Capital Budget.

Body
WHEREAS, the City of Madison and many of its residents and employers have made a commitment to sustainability; and,

WHEREAS, in anticipation of building its own biodigester the City of Madison has been undertaking a pilot program for organic waste collection that collected a wide range of compostable materials from businesses and residents, material that was then converted to compost and methane for reuse in agriculture and fuel; and,

WHEREAS, the first phase of the pilot program has been very popular with the 500 households and 6 businesses that have participated; and,

WHEREAS, the diversion of organics has become very important for many businesses in our community that are committed to sustainability and that these businesses are depending upon the City of Madison to take the lead in organics diversion so they can meet their goals; and,

WHEREAS, the Streets Division has plans to add 1,600 households and 25 businesses to the program and has funds in its Operating Budget for the collection of this material and to transfer it to the digester at UW Oshkosh; and,

WHEREAS, the expansion of the pilot program will provide valuable data that will help in the planning of a full scale, citywide organics diversion program; and,

WHEREAS, in order to continue the program it is necessary to purchase, at an estimated cost of $120,000, a screen to remove non-compostable material from ...
