This resolution authorizes the issuance of a request for proposals for the reuse and rehabilitation of the Garver Feed Mill. Selection of a developer, approval of the terms for the disposal of the property, and any City contribution will require a separate Common Council resolution.

Authorizing a Request for Proposals for the Reuse and Rehabilitation of the Garver Feed Mill.
Body
WHEREAS, on March 7, 1994 the Madison Landmarks Commission declared the Garver Feed and Supply Company property, Lot 2 of CSM 2030, to be a City landmark; and,

WHEREAS, on August 7, 1997 the Olbrich Botanical Society acquired the Garver Feed Mill property. The acquisition was meant for the expansion of the Olbrich Botanical Gardens. Upon the acquisition of the property, the Olbrich Botanical Society conveyed the property to the City of Madison, subject to certain deed restrictions; and,

WHEREAS, on July 13, 2005, the Board of Park Commissioners declared the Garver Feed Mill property surplus and endorsed a report recommending the redevelopment of the structure; and,

WHEREAS, on Sept. 5, 2006, the Common Council enacted RES-06-00767 (File ID No. 04224), creating the Garver Building Reuse Committee (the “Committee”) pursuant to the City’s Procedures for the Disposal of Surplus Real Property (later codified as Madison General Ordinances Sec. 8.075), which Committee is tasked with establishing the criteria for redevelopment of the Garver Feed Mill property; and,

WHEREAS, on June 5, 2007, the Council enacted RES-07-00595 (File ID No. 06115), authorizing the issuance of a request for proposals based upon the criteria developed by the Committee; and,

WHEREAS, on June 17, 2008 the Council enacted RES-08-00623 (File ID No. 09785), accepting the proposal of Common Wealth Development for the redevelopment of the Garver Feed Mill property and directing staff to negotiate a development agreement with Common Wealth Development; and,
