The total estimated cost of the second phase of the study is $253,500. The City of Madison will be invoiced for an amount up to $180,000 over three years (2015-2018).
The anticiapted budget authority has been included in the capital improvement plan for 2015 - 2018 in Acct. No. ESTM-54950-810754-00-53W1540.

Authorizing the Mayor and City Clerk to execute an agreement with the USGS to continue and expand monitoring storm water quality associated with leaf collection methods.
Body
WHEREAS, the Rock River Total Maximum Daily Load (TMDL) requires that the City of Madison reduce phosphorus loading by about 16,000 pounds;
 
WHEREAS, the City of Madison has previously partnered with the USGS on several successful stormwater monitoring projects; and
 
WHEREAS, the City, USGS and WDNR have been working with the USGS for the past 2 years to evaluate the effectiveness of leaf collection methods regarding possible reductions in phosphorous to the lakes; and  
 
WHEREAS, the WDNR staff believes that it is possible that we are not receiving sufficient credit for the leaf collection efforts we currently undertake as they relate to achieved phosphorus reduction; and
 
WHEREAS, the first phase of this study provided data that indicates leaves falling directly on the street are largely the source of phosphorus and based on these results revisions to the study parameters shall be made in subsequent years to study and monitor methods to reduce these effects; and
 
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Clerk area authorized to enter into an agreement with the USGS to monitor stormwater quality associated with a leaf collection program.
