Fiscal Note
A total of $150,000 for biodigester planning and studies is available in 2014 Streets Division Capital Project Number 6 "Biodigester and Organics Collection".  A portion of this amount would be used for the proposed contract.  No additional appropriation is required.

Authorizing the Mayor and City Clerk to contract with Baker Tilley to prepare a fiscal analysis and business plan for a biodigester.
 
Body
WHEREAS, the Streets Division is planning a source separated organic program that would divert up to 30,000 tons of organics from the landfill; and
 
WHEREAS, an anaerobic biodigester is a key component of the program; and
 
WHEREAS, the biodigester will require a significant investment in construction costs and have many possible revenue streams, funding options, and operating scenarios, and
 
WHEREAS, a thorough analysis of all the financial aspect of the project require the Streets Division to seek assistance to insure an accurate picture of the costs to construct and operate the biodigester and to adequately asses the potential revenue streams and available financial assistance, and
 
WHEREAS, Baker Tilley has demonstrated the ability to perform detailed financial analysis of biodigester and renewable energy projects, and
 
WHEREAS, Baker Tilley was rated the highest of the firms that responded to the City of Madison's request for proposals for fiscal analysis of a biodigester,
 
NOW, THEREFORE, BE IT RESOLVED, the Mayor and City Clerk are authorized to contract with Baker Tilley to prep[are a fiscal analysis and business plan for the proposed biodigester that will be part of the Streets Division's source separated organics program.
