Fiscal Note
The City currently funds a number of programs that are aimed at helping older adults achieve independence, gainful employment, access to health services, and other support programs. The Resolution recommends the development of an implementation plan to promote transit-oriented housing options for older adults, including development of a transit-oriented housing project for seniors. The 2015 City operating and/or capital budgets may include requests for additional appropriations related to transit-oriented senior housing, subject to levy limits and Council approval. No additional appropriation is currently required.

Body
WHEREAS, Madison older adults age 65 and over are the fastest growing age group; and,

WHEREAS, age projections indicate that over 20% of all Dane County residents will be age 65 and over by the year 2040; and,

WHEREAS, older adults are an increasingly diverse group, and Madison is becoming an increasingly diverse city; and,

WHEREAS, seniors of all income brackets require tailored housing and transportation accommodations; and,

WHEREAS, each year 600,000 Americans age seventy and over stop driving, which can lead to isolation and reduced access to health services, employment, recreation, fellowship and daily necessities; and,

WHEREAS, the Madison senior center’s vision is to help seniors:
1. live as independently as possible,
2. maintain health and well being, and
3. reduce isolation of seniors; and

WHEREAS, cities that are actively planning and preparing for seniors have become more desirable places to live for people of all ages; and,

WHEREAS, the Common Council resolved to implement policies to address the shifting demographics of Madison; and,

WHEREAS, the Common Council has accepted the Interim Demographic Change Report and Recommendations,
