If awarded, this COPS Community Policing Development grant will pay 50% of the salary and fringe benefit costs of a new 1.0 FTE civilian community resources coordinator in 2015 and 2016. It will also fund office equipment, training and supplies for youth outreach programming. The remaining 50% of the position for 2015 will be paid through the 2014 Justice Assistance (JAG) grant (see ID No. 34188). There would be no cost to the City in 2015, but levy funding may be requested for 2016 for the remaining 50% of the position. This grant will be accounted for in a special revenue fund (SG35).

Authorizing the Madison Police Department to apply for and accept a FY2014 COPS Community Policing Development grant of $100,000 for the purpose of enhancing community policing outreach through expanded youth programming and hiring a civilian community resources coordinator to reduce arrest racial disparity and improve trust and perception of fairness through partnerships, organizational transformation and problem solving
Body
WHEREAS, the U.S. Department of Justice, Office of Community Oriented Policing Services (the COPS Office) has issued a solicitation for grant applications for innovative community policing programs with a special focus on building trust with communities of color; and,
WHEREAS, the Madison Police Department plans to submit a request for funding a 0.50 FTE civilian community resources coordinator position for two years under the terms of this grant; and,
WHEREAS, this position will be part of a Department-wide initiative to build relationships with youth, especially middle school age children, to foster mutual trust and positive and productive police interactions, resolve conflicts to prevent youth from resorting to violence, and to explain the criminal justice system to youth; and,
WHEREAS, the Department plans to expand and coordinate programs to divert youth from the criminal justice system, such as youth academies, an Explorer program, restorative justice and community courts; and,
WHEREAS, the Department will work collaboratively with police districts and outside agencies to find solutions to social and community issues; and,
WHEREAS, the community resources coordinator also will work collaboratively with the Special Investigations Unit focused deterrence program to support reentry services; and,
WHEREAS, the COPS grant will help pay for youth programming, such as youth academies and Explore program.
NOW THEREFORE BE IT RESOLVED, that the Madison Police Department is authorized to apply for and accept an FY2014 COPS Community Policing Development grant; and,
BE IT FURTHER RESOLVED that the Mayor and Common Council authorizes the expenditure of grant funds in accordance with the grant application, with modifications upon appropriate approvals from the Office of Community Oriented Policing Services, as follows:
1) Wages and benefits for a 0.50 FTE community resources coordinator (SG35- 51110 = $54,583; SG35-52750 = $24,655)
2) Office equipment for the coordinator (SG35-55145 = $1,810)
3) Training for the coordinator (SG-54640 = $3,952)
4) Educational materials for youth programming (SG35-55110 = $15,000);
BE IT FURTHER RESOLVED that the Mayor, City Clerk, and Chief of Police are authorized to accept the $100,000 grant, if awarded, from the Office of Community Oriented Policing Services; and,
BE IT FINALLY RESOLVED that the Finance Department and the Police Department are authorized to establish and/or maintain accounts as required for the administration of the grant funds.
