Body
WHEREAS, the City of Madison, serving as the Collaborative Applicant for the Madison/Dane County Continuum of Care (CoC), submitted a planning project proposal to the U.S. Department of Housing and Urban Development (HUD) in January 2013 as part of HUD's competitive application process to award FY2012 CoC Homeless Assistance grant funds; and,
 
WHEREAS, the planning project activities described in the HUD application included engaging an outside party to provide an evaluation of current local HUD-funded programs serving homeless persons and to provide assistance in implementing HUD-mandated activities; and,
 
WHEREAS, in December 2013, the City of Madison received notice of its HUD CoC Homeless Assistance grant award in the amount of $38,283 (Grant/Project # WI0136L5I031200) for the planning project articulated in the City's successful proposal ($36,380) and associated administrative costs related to the grant ($1,903); and,
 
WHEREAS, the City of Madison is the only member of the Madison/Dane County CoC eligible to receive the planning project grant; and,
 
WHEREAS, the City's Community Development Division (CDD), through its CDBG unit, plans to engage the Corporation for Supportive Housing, Inc. (CSH) to provide the following activities in implementing the planning project:
·      a data-driven gaps analysis of housing and services for homeless,
·      a facilitated planning session to define specific program interventions in order to develop a framework for program evaluation,
·      an interactive workshop involving local non-profits on providing a Housing First approach to engage, assess and serve people experiencing homelessness, and
·      an analysis of current transitional housing units to guide decisions on transforming these units to permanent supportive housing or rapid re-housing, or retaining them as transitional housing; and,
 
WHEREAS, the selection of CSH as a sole source will expedite the implementation of this planning project; and
 
WHEREAS, the Finance Department approved the sole source purchase of services under Sec. 4.26(4)(a)2: the service require is available from only one firm with the knowledge of federal regulaitons and local homeless service providers:
 
NOW, THEREFORE, BE IT RESOLVED, that the Common Council authorizes the Mayor and City Clerk to sign any agreements necessary to accept HUD CoC Homeless Assistance grant revenue totaling $38,283; and,
 
BE IT FURTHER RESOLVED, that the Common Council authorizes expenditure of these grant funds as follows:
·      up to $36,380 to CSH as a "sole-source provider" of the planning services articulated above, and
·      up to $1,903 to be retained by the CDD's CDBG unit for administrative costs related to the grant; and,
 
BE IT STILL FURTHER RESOLVED, that the Common Council authorizes the Mayor and City Clerk to enter into an agreement with CSH to implement said planning services; and,
 
BE IT FINALLY RESOLVED, that the Common Council hereby amends the 2014 CDBG Operating Budget as appropriate to reflect the additional HUD grant revenue and commensurate expenditures.
