Renaming Section 2.01(6), creating Section 2.01(7), and renumbering Section 2.01(7) to 2.01(8) of the Madison General Ordinances to establish an automatic adjournment at 11:30 p.m. for Common Council meetings.

DRAFTER'S ANALYSIS:  This proposal creates an automatic adjournment at 11:30 p.m. for Common Council meetings, unless the rules are suspended to continue the meeting.  At various times in the past, the Council has created forms of automatic adjournment. In the early 1980's, the Council had a provision making a motion to adjourn a special order of business at 11:30 pm.  That was repealed in 1983.  In 2000, the Council adopted a provision similar to the one proposed here.  It was repealed in 2007.

The Common Council of the City of Madison do hereby ordain as follows:
      1.       Subsection (6) entitled "Adjournment" of Section 2.01 entitled "Meetings" of the Madison General Ordinances is retitled as "Regular Adjournment."
2.        A new Subsection (7) entitled "Automatic Adjournment" of Section 2.01 entitled "Meetings" of the Madison General Ordinances is created to read as follows:
"(7)      Automatic Adjournment.  If the Council remains in session at 11:30 p.m., unless a motion to suspend the rules to continue the meeting is adopted, the meeting shall adjourn automatically.  No motion is required.  Notwithstanding the foregoing, the presiding officer shall permit a Council member who has the floor to conclude his/her remarks.  All agenda items not acted upon before adjournment shall automatically be referred to the next regular meeting of the Common Council."
      3.        Subsection (7) entitled "Informal Meetings" of Section 2.01 entitled "Meetings" of the Madison General is renumbered to Subsection (8).
