DRAFTER'S ANALYSIS:  This ordinance does three things.  First, it expands the purpose of the Committee to include individual Madisonians along with Madison companies in the scope of the Committee.  Second, it modifies the membership to always be equal to the number of Sister Cities with which Madison has an existing relationship, plus two other members.  Third, it sets quorum for the Committee based on the number of members of the Committee appointed and serving at any given time, which allows quorum to be adjusted for changes in the size of the committee or for a lack of an appointment.

The Common Council of the City of Madison do hereby ordain as follows:
      Section 33.33 entitled "Sister City Collaboration Committee" of the Madison General Ordinances is amended to read as follows:
"33.33      SISTER CITY COLLABORATION COMMITTEE.
(1)      Creation and Purpose.  There is hereby created a Sister City Collaboration Committee to replace the Committee created by Resolution 09-00046, which resolution is hereby rescinded. The Committee shall maintain, enhance and maximize Madison's involvement and exposure to the global economy, cultural environment, educational, humanitarian and business opportunities for Madisonians and Madison companies in the regions or countries of our Sister Cities.  
(2)      Duties and Tasks. The Committee shall review inactive Sister City partnerships, explore potential for joint initiatives, and set criteria for the addition of new Sister City partnerships.  It is tasked with raising the profile of Madison Sister City partnerships, making connections with cultural, educational and humanitarian programs, and maximizing educational opportunities, as well as exchanging cultural, educational, business and economic ideas for Madisonians and Madison companies and Sister Cities.
(3)      Membership.  The Madison Sister City Collaboration Committee shall consist of nine (9) one members from each approved Sister Committee partnership who will be appointed by the Mayor and confirmed by the Council.  Seven (7) These members shall represent the Sister Cities of Madison,. In addition, there shall be two (2) other members, one (1) member shall be an alderperson, and one (1) member shall be an adult resident of Madison.  Members shall have three-year terms, to be staggered upon initial appointment.  Quorum for the Committee will be calculated by the number of members appointed and serving at any given time.
(4)        Report.  The committee shall issue a yearly report to the Common Council and Mayor on Best Practices by Sister Cities and other countries.
      (5)        Funding.  The Committee will make determinations on funding decisions for Sister Cities."
