In 2013, $61,340 was transferred from the Contingent Reserve to the Neighborhood Grant Program in the Planning Division to fund two neighborhood-based projects: Olive Jones Public Art Project ($24,000) and University Hill Farms Neighborhood Plan ($37,340). $24,000 dedicated to the Olive Jones Public Art Project was not used. The Resolution authorizes the reallocation of $24,000 of unused grant funds in support of an approved project.  There is no net impact on the budget or City levy.

Body
WHEREAS, the Neighborhood Grant Program provides funds for activities that promote strong neighborhoods, and includes grants for Community Enhancement projects, Neighborhood Leadership and Capacity-Building activities, and Neighborhood Planning; and
 
WHEREAS, the Common Council authorized the appropriation of $24,000 for improvements to Olive Jones Park in the Regent Neighborhood, and $37,340 from the Contingent Reserve to hire a consultant to assist the Planning Division with small area planning in the University Hill Farms Neighborhood (Legistar 28703, adopted 01/22/13); and
 
WHEREAS, the $24,000 for the Olive Jones Park project has been withdrawn by request of the neighborhood association; and
 
WHEREAS, a private consultant team was hired by the City of Madison to assist the Planning Division with small area planning in the University Hill Farms Neighborhood; and
 
WHEREAS, the University Hill Farm Neighborhood Plan project was funded at $37,340 which was less than the $50,000 requested; and
 
WHEREAS, the $24,000 will provide additional funding for 1) enhanced public outreach to the multifamily areas; 2) additional meetings with the business and large multifamily property owners; 3) detailed design illustrations for three potential redevelopment areas; and 4) one or two smaller place making projects with the purpose of engagement of residents living in the Sheboygan multifamily areas.
 
NOW, THEREFORE, BE IT RESOLVED, that the Common Council reallocates $24,000 designated for the Olive Jones Park project to the University Hill Farms Neighborhood Plan project in the Neighborhood Grant Program.
 
BE FINALLY RESOLVED, that the Common Council authorizes the Planning Division Director, Finance Director, and City Attorney to amend the contract with Urban Assets, LLC to purchase additional services to complete the neighborhood plan project on behalf of the City.
