Title: Authorizing the City of Madison, through the Police Department, to accept a WDOT grant subaward from the Dane County Sheriff’s Office in the amount of $4,000 and to utilize these funds to purchase a crash site investigations total station.

Fiscal Note
This $4,000 grant subaward will be accounted for in a segregated fund (SG18).  The City will provide matching funds of $12,500 using available asset forfeiture funds (SG53).  No appropriation is required.
 
Title
Authorizing the City of Madison, through the Police Department, to accept a WDOT grant subaward from the Dane County Sheriff's Office in the amount of $4,000 and to utilize these funds to purchase a crash site investigations total station.
 
Body
WHEREAS, many traffic crashes are preventable crimes committed by persons engaged in reckless and possibly criminal behavior; and,
 
WHEREAS, the Dane County District Attorney's Office has a dedicated prosecutor for crashes involving impaired/reckless/negligent driving injury or death or any other impaired driving offense; and,
 
WHEREAS, the Dane County District Attorney's Office, working with the Dane County Sheriff's Office, Victim/Witness Unit and Medical Examiner's Office, along with the Madison Police Department and Wisconsin State Patrol, has developed a consistent and comprehensive response to these types of crashes to determine if criminal charges are warranted; and,
 
WHEREAS, the Wisconsin Department of Transportation, Bureau of Transportation Safety, has awarded a FY2014 Dedicated Prosecutor safety grant to the Dane County Sheriff's Office for traffic crash site investigations and prosecution; and,
 
WHEREAS, a key investigative tool for crash sites is a specialty surveyor transit "total station" that allows quick and precise measurements measurements (and also can be used for indoor and outdoor major crime site investigations); and,
 
WHEREAS, this total station will enable MPD to increase the quality and thoroughness of its crash site investigations; and,
 
NOW THEREFORE BE IT RESOLVED that the City of Madison, through the Police Department, is authorized to accept this grant sub award from the Dane County Sheriff's Office for $4,000; and,
 
BE IT FURTHER RESOLVED that the Mayor and Common Council authorizes the expenditure of grant funds in accordance with the grant application, with modifications upon appropriate approvals from the Wisconsin Department of Transportation, for the purpose of payment purchasing a crash site investigation total station (SG18-58575-712100 $4,000; SG18-73211-712120 $4,000) and use asset forfeiture segregated funds for the grant match (SG53-58575-712100 $12,500).
 
BE IT FINALLY RESOLVED, that the Police Department is authorized to establish and/or maintain accounts as required for the administration of the grant funds.
