Body
WHEREAS, the City of Madison has had an Alcohol License Density Ordinance (ALDO) in place since October 5, 2007; and

WHEREAS, the Common Council unanimously adopted a modified version of the Alcohol License Density Ordinance on July 5, 2011; and

WHEREAS, the Common Council directed staff to develop a downtown alcohol license management and business development plan by July 5, 2013; and

WHEREAS, the plan is based on data on liquor licenses, alcohol-related crime and disorder, business mix, population data, and sources of ownership of business within the Central Commercial District; and

WHEREAS, the plan considers best practices used by peer cities for both alcohol license management and downtown business development; and

WHEREAS, the plan outlines recommendations on managing alcohol licenses and business development both in the Central Commercial District and the entire city; and

WHEREAS, the plan is intended to serve as a framework for staff to begin to draft ordinances and alter policies; and

WHEREAS, all stakeholders acknowledge the pending results of a Health Impact Assessment relating to the Alcohol License Density Ordinance will be received in August 2013 and will complement the work of staff on the recommendations set forth;

NOW, THEREFORE, BE IT RESOLVED that the Madison Common Council hereby accepts the alcohol license and business development staff report and directs staff, including the Office of the City Attorney, to further explore the recommendations set forth in the attached documents and draft ordinance changes as appropriate to be considered by the Common Coun...
