Preamble:
The microbiology section of the Public Health Lab uses a water incubator for incubating all water samples for microbial contamination, including drinking water, recreational water and sewage release samples. The water incubator looks similar to a walk-in cooler, but it is designed to control both temperature and humidity within tight control limits.
There has been electrical damage to the incubator that destroyed the electrical controls and irreparably damaged the refrigeration equipment. Lab staff are able to process a small number of samples using water baths, but this is a very time-intensive process that only allows for very limited testing. The lab will not be able to process the beach samples and conduct pool water testing during the summer months without the incubator. The lab receives about $90,000 per year for pool water testing, the majority from sample testing done during the summer months.
There is almost $14,000 remaining from the 2012 General Obligation borrowing. This resolution transfers $11,800 to the 2013 Public Health Capital Budget to cover the cost of replacing the electrical and refrigeration equipment needed to restore the incubator to working condition.
Debt service for Public Health is included in the Public Health Operating Budget. About 37% of the operating budget comes from fees and grants. The remaining 63% comes through tax levy support--the City provides about 45% of the tax levy support; the County covers the remaining 55%.
