Amending Section 28.060(2)(a) of the Madison General Ordinances to eliminate requirement that primary entrance face a public street.

DRAFTER'S ANALYSIS: Previously, buildings in the mixed-use and commercial districts were required to have primary entrances facing a public street. This amendment requires a functional entrance to face a public street, but doesn't require this entrance to be the primary entrance.

The Common Council of the City of Madison do hereby ordain as follows:
Subdivision (a) entitled "Entrance Orientation" of Subsection (2) entitled "Design Standards" of Section 28.060 entitled "General Provisions for Mixed-Use and Commercial Districts" of the Madison General Ordinances is amended to read as follows:
"(a) Entrance Orientation (See Figure D1). Primary building entrances on all new buildings shall be oriented to the primary abutting public street. The entrance shall have a functional door. Additional secondary entrances may be oriented to a secondary street or parking area. All new buildings shall have a functional entrance oriented to an abutting public street. Additional entrances may be oriented to a private street or parking area. For buildings with multiple non-residential tenants, a minimum of one (1) tenant space shall have a functional entrance oriented towards an abutting public street. Other tenant spaces shall be connected to the public street with a private sidewalk connection. Entries shall be clearly visible and identifiable from the street, and delineated with elements such as roof overhangs, recessed entries, landscaping, or similar design features. Barrier-free entrances are encouraged."
