Amending Section 33.07(7)(e) of the Madison General Ordinances to revise the best value contracting prequalification period.

DRAFTER'S ANALYSIS:  This ordinance amends the best value contracting prequalification period by making all prequalifications expire on March 1 instead of January 31. This change is being made on the recommendation of the Department of Civil Rights staff and contractors.  For those prequalifications applications that have been approved prior to this amendment that are set to expire on either January 31, 2014 or January 31, 2015, those prequalifications would be extended through March 1 of those years for consistency purposes.

The Common Council of the City of Madison do hereby ordain as follows:
      Subdivision (e) entitled "Prequalification Term" of Subsection (7) entitled "Best Value Contracting" of Section 33.07 entitled "Board of Public Works" of the Madison General Ordinances is amended to read as follows:
"(e)      Prequalification Term.  
Once a contractor's prequalification application is approved by the City Engineer under this ordinance, it shall remain valid for a period of two years to expire on January 31March 1, unless suspended or revoked pursuant to this section."
