Body
PREAMBLE
The City of Madison is proposing to construct a paved, multi-use (bicycle and pedestrian) path from Raymond Road (approximately 400 feet southwest of Oak View Road) to Flagstone Drive at Quartz Lane.  The project includes a new bicycle and pedestrian bridge over Upper Badger Mill Creek. For most of its length this will be designated the Ice Age Junction Path.  As part of a larger, multi-phase project this will continue the existing Ice Age Junction Path (IAJP) which begins in the City of Verona and is planned to ultimately continue to north of Mineral Point Road.

This project also includes: A connecting path from the IAJP to the end of existing Jeffy Trail (street); storm sewer and channel improvements between the outfall of the existing ponds in Hawks Creek subdivision and Badger Mill Creek; sidewalk connecting the Jeffy Path with the future extension of Trevor Way; and water main for future use.

This construction contract for this project will also include sanitary sewer which was approved separately under Jeffy Trail Sanitary Sewer Assessment District, Project No. 53W1620, ID No 29621, (RES-13-00242 adopted by Common Council on 4/16/13).

This project will be constructed on lands owned by the City of Madison and Dane County Parks.  City lands include Flagstone Park, Engineering Stormwater Utility property and property recently acquired for this purpose from Madison Audubon Society. A small portion of the path, including the bridge will lie on Dane County Parks property. This use is consistent with the Dane County Parks and Open Space plan and was approved by Dane County Park Commission on 11/14/12. The County has also budgeted approximately $88,000 as a share of the cost for this project.

NOW, THEREFORE, BE IT RESOLVED, that the plans and specifications for Ice Age Junction Path and Jeffy Path are hereby approved; and

BE IT FURTHER RESOLVED that the Board of Public Works is hereby authorized to advertise and receive bids for said project; and

BE IT FURTHER RESOLVED that the Mayor and City Clerk are hereby authorized to execute a cost sharing agreement with Dane County for approximately $88,000 to be contributed by the County to the cost of construction of the Ice Age Junction Path; and

BE IT FURTHER RESOLVED that the Mayor and City Clerk are hereby authorized to execute all documents  necessary to accept easements from Dane County for portions of the project lying on County lands
