DRAFTER'S ANALYSIS: This housekeeping ordinance repeals and recreates Chapter 31, the Sign Control Ordinance, to coincide with the City’s new zoning ordinance (Chapter 28.) Chapter 31 regulates signs in part based up on the zoning district where the sign is displayed. The new zoning code has changed the names and descriptions of all of the City’s zoning districts, eliminating some and creating some new districts. To deal with this, the new zoning districts have been divided into three groups for purposes of sign regulation only. Group 1 includes all Residential districts and other more sensitive districts. Group 2 includes commercial-type districts that are primarily neighborhood and pedestrian oriented, such as the Downtown Core. Group 3 includes larger-scale commercial and industrial uses and former manufacturing districts. These groups are described in Sec. 31.021. Throughout Chapter 31, references to the old zoning districts have been replaced with the name of the corresponding new district or the name of the appropriate group. Substantive changes include the creation of Sec. 31.021, Zoning District Groups, elimination of special sign rules for the old RPSM and RDC districts, and adding some new districts to Sec. 31.13, Districts of Special Control. Mixed Use Center, Planned Mobile Home Park, and Employment Campus will be treated as districts of special control with a sign package being approved by the Urban Design Commission (UDC) through Comprehensive Design Review. The procedures for Comprehensive Design Review in Sec. 31.043 have been modified slightly to allow the UDC to approve these sign packages.
