PREAMBLE

The City of Madison has proposed projects to resurface North Livingston Street from East Washington Avenue to East Johnson Street and to construct improvements at the intersection of East Washington Avenue and North Livingston Street and in 2013. Due to the volume of traffic on East Washington Avenue, and the expedited schedule to complete all work by June 15, 2013, we propose to allow the Contractor to work between the hours of 7:00 PM to 7:00 AM.

Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow construction activities outside of the hours of 7:00 AM to 7:00 PM. with the passage of a resolution and a hearing before the Board of Public Works.

The work required to complete the reconstruction projects cannot be accomplished fully between the hours of 7:00 AM and 7:00 PM because:

1) Contract specifications will require certain construction activities that disrupt live traffic lanes to take place during off-peak traffic hours in order to minimize the disruption and delay to the traveling public. The amount of work specified to take place during off-peak traffic hours will require the Contractor to work beyond normal work hours of 7:00 AM to 7:00 PM.

2) The amount of construction to be completed during the projects exceeds standard production rates that a Contractor can reasonably be expected to achieve between the hours of 7 AM to 7 PM, even with extra crews.

3) Sawcutting of concrete pavements after the pouring of the concrete must be done about 12 hours after the installation. The concrete must be hard enough to hold the sawcutting machinery. The sawcutting must be done soon enough so ...
