Fiscal Note
The 2013 adopted capital budget of the Planning and Community and Economic Development agency provides $105,000 (including $50,000 in private contributions for the Rotary Plaza project) for public art projects (Project No. 1, "Municipal Art Fund," Acc't No. 810427).  No additional appropriation is required.

Approving the design and authorizing artist Aaron Stephan to proceed in fabrication and installation of a site specific public art feature at the corner of North Pinckney Street and the Capitol Square (aka Rotary Plaza).
Body
WHEREAS, in March 2002 the Common Council adopted the Public Art Framework and Field Guide for Madison, Wisconsin, which recommended that the Madison Arts Commission focus on City capital projects as a primary way to introduce public art into the life of the City; and
 
WHEREAS, on June 29, 2010 the Madison Common Council approved Resolution Number RES-10-00717, Legislative File I.D. Number 19038, authorizing the Madison Arts Commission to administer a public art process at the corner of North Pinckney Street and East Mifflin Streets near the Capitol Square, establishing a selection committee, and authorizing the Mayor and City Clerk to enter into an agreement with the Rotary Club of Madison and the Madison Children's Museum for this project; and
 
WHEREAS, as a result of the North Pinckney Street Plaza (Rotary Centennial Plaza) Public Art Selection process, on June 12, 2012 the Madison Common Council approved Resolution Number RES-12-00410, Legislative File I.D. Number 26336, authorizing the Mayor and City Clerk to execute an agreement, not to exceed $75,000, between the City of Madison and Aaron Stephan for the design, fabrication, and installation of public art at Rotary Plaza; and
WHEREAS, Aaron Stephan is contractually required to provide stamped Design Development/Engineering Documents and construction and installation quotes for the proposed art work so that appropriate City of Madison staff, the Madison Arts Commission and the Common Council may review the proposal.
 
NOW, THEREFORE, BE IT RESOLVED, that the Madison Common Council approves the concept designs and quotes provided by artist Aaron Stephan for a site specific public art feature at the corner of North Pinckney Street and the Capitol Square (aka Rotary Plaza) and authorizes work to commence on fabrication and installation.
