Authorizing the Mayor and City Clerk to enter into an agreement with Isthmus Architecture, Inc. to provide professional architectural design services for the Madison Municipal Building Conceptual Schematic Design Study in the amount of $198,543.
 
Body
WHEREAS the 2012 & 2013 Capital Budget includes an amount of $200,000 for architectural and engineering consultant design services, an Architect consultant must be hired to design this project; and,
 
WHEREAS in year 2012 resolution RES-12-00546 (File 26871) transferred $100,000 from the City-County Building Improvements fund to the General Building Improvements fund to provide for hiring of consulting services for this study, and an additional $100,000 is approved in the 2013 capital budget for this study; and,
 
WHEREAS the total contract compensation for conceptual schematic design services for Isthmus Architecture, Inc. is $198,543; and,
 
WHEREAS the project is the development and preparation of conceptual design and construction cost estimating for remodeling and possible expansion of the Madison Municipal Building for use as City offices, including written summary reports and estimated costs for historic building restoration & preservation efforts, and other upgrades including mechanical, electrical, and interior; and,
 
WHEREAS a proposed hotel may be constructed on the adjoining east side of Block 88 located at 215 Martin Luther King Jr. Blvd., Madison, Wisconsin; and,
 
WHEREAS the existing upper and lower loading dock wing of the Madison Municipal Building may be demolished to make room for the proposed hotel; and,
 
WHEREAS the conceptual designs and construction cost estimates for City offices within the Madison Municipal Building will provide the City with information that will be useful in understanding what is possible for renovation and expansion of the historic building, will provide estimates for budgeting in the future, and will assist the City to understand how the building relates to a proposed hotel located on the east side of Block 88; and,
 
WHEREAS the scope of this project includes conceptual design drawings to identify remodel spaces and potential expansion space to accommodate office space needs identified in space programming developed by Potter Lawson, Inc. dated November 15, 2011; and,
 
WHEREAS City departments that need to be included in the conceptual design planning are the Dept. of Director, Planning and Community and Economic Development (DPCED), including Building Inspection Division, Planning Division, Economic Development Division, Community Development Division (includes OCS & CDBG); and Traffic Engineering, Parking Utility, Housing Operations, Human Resources and Training, CDA Redevelopment Group, and City Channel; and,
 
WHEREAS the project shall include design options for the public lobby from the proposed hotel area through the existing Madison Municipal Building lobby space and to the street at Martin Luther King Jr. Blvd.; and,
 
WHEREAS the Madison Municipal Building, originally constructed in 1926 as a courthouse and post office, is in need of historic building restoration & preservation efforts including major upgrades to the existing stone and brick and exterior building envelope.  In addition, the existing electrical power and lighting systems, the existing heating and ventilation systems, and interior also need to be upgraded; and,
 
WHEREAS the project shall identify and provide written summaries with estimated construction costs of needed historic building restoration & preservation efforts; and building improvements listed above,
 
WHEREAS the project is scheduled for conceptual design in 2013; and,
 
WHEREAS Isthmus Architecture, Inc. located at 613 Williamson Street, Suite 203, Madison, Wisconsin, has been selected through the "Request for Qualifications process and "Final Interview" process, and is the final selected candidate in accordance with MGO Section 4.26 of Madison General Ordinances and in accordance with APM No. 3-3 of Administrative Procedure Memorandum; and,
 
NOW, THEREFORE BE IT RESOLVED that the Common Council hereby authorizes the Mayor and City Clerk to enter into a contract for purchase of services, in a form to be approved by the City Attorney, with Isthmus Architecture, Inc. to provide professional architectural design services for the Madison Municipal Building Conceptual Schematic Design Study
