Title
Awarding the Sixth Annual Jeffrey Clay Erlanger Civility in Public Discourse Award
Body
WHEREAS, the Madison Common Council created the Jeffrey Clay Erlanger Civility in Public Discourse Award in memory of Jeffrey Erlanger's contributions to the City of Madison; and
 
WHEREAS, a committee appointed by the Mayor and Common Council has selected Enis Ragland, an individual who shares Jeffrey Erlanger's dedication to and passion for civility and individual human rights as the recipient of the 2012 award; and
 
WHEREAS, Enis Ragland was employed by the City of Madison in a variety of roles, including Mayor's staff, Interim Director of the Affirmative Action Department, Interim Supervisor of the Officer of Community Services; and
 
WHEREAS, during his city service, as the Mayor's liaison to neighborhoods, he worked very closely with the city's challenged neighborhoods, developing relationships of trust and mutual respect between residents of those neighborhoods and the city; and
 
WHEREAS, Enis Ragland guided the creation of the city's Department of Civil Rights, working constructively with many stakeholders through a lengthy and, and times, contentious process; and
 
WHEREAS, through his involvement as a community volunteer and leader in such organizations as 100 Black Men of America, the United Way Schools of Hope, and the Four Lakes Boy Scout Advisory Council, Mr. Ragland has worked tirelessly on behalf of the youth of our community; and
 
WHEREAS, he has been a Dane County foster parent and a mentor to other youth, further demonstrating his commitment to preparing young people for success in life and advancing opportunities for them; and
 
WHEREAS, Enis Ragland has been a leader in many other organizations, such as the Wisconsin Association of Black State Employees, Wisconsin Association of Black Public Sector Employees, the NAACP and the Urban League of Greater Madison; and
 
WHEREAS, in all of his endeavors, Enis Ragland has shown a spirit of cooperation, respect for others, patience, and unfailing courtesy; and
 
NOW, THEREFORE, BE IT RESOLVED, that Enis Ragland is the recipient of the sixth annual Jeffrey Clay Erlanger Civility in Public Discourse Award; and
 
BE IT FURTHER RESOLVED, that the Madison Common Council presents this award to Enis Ragland as a way of honoring Jeff's life and inspiring others to his high standard of passion for public policy and civility in public discourse.
