Fiscal Note
The Resolution amends the 2012 adopted operating budget of the Mayor's Office to recognize some of the revenues that may be raised in anticipation of a Mayoral Bike Summit in 2013.  Any funds raised in 2012 will be "carried forward" to 2013 for Bike Summit expenditures.  The estimated cost of the Bike Summit is $20,000, offset by donations and registration revenues.  Both expenditures and offsetting revenues will be included in the Mayor's Office 2013 operating budget.

WHEREAS, Madison is one of the leading bike cities in the country; and
 
WHEREAS, the Mayor is organizing the Mayor's Bike Summit to be held in the City of Madison on May 22nd, 23rd and 24th, 2013; and
 
WHEREAS, the Mayor wishes to raise funds from third parties to defray the costs of the conference; and
 
WHEREAS, the city ethics code provides that an incumbent may solicit donations from third parties only if the solicitation has been approved by
a resolution of the Common Council; the entity receiving the funds is not an entity with which the incumbent is associated; and a report of the
amount and contributor for all donations is filed with the City Clerk within six (6) months of the receipt of the donation; and
 
WHEREAS, the cost of the conference is estimated to be $3,500 for facility expenses, $9,000 for food and drinks, and $7,500 for miscellaneous
expenses such as printing, speaker accommodations, and event coordinator; and
 
NOW, THEREFORE, BE IT RESOLVED, that that Common Council recognizes that sponsorship for the purpose of funding the Mayor's Bike
Conference will be provided by private businesses and organizations, and that the Mayor and staff are permitted to request and accept said
sponsorships; and
 
BE IT FURTHER RESOLVED, that for all donations received, a report of the amount and contributor will be filed with the City Clerk within six (6)
months of their receipt; and
 
BE IT FINALLY RESOLVED, that the 2012 operating budget of the Mayor's Office be amended to recognize $10,000 in revenues raised from donations for a Bike Summit, as follows:
