Whereas, on November 15th, 2011, the Common Council passed the City of Madison 2012 Operating Budget approving a transfer of $25,500 for the Youth Conservation Crew from the Mayor's Miscellaneous Budget and $25,000 for the Street Teams from the Streets Division Budget to the Community Development Budget; and,

Whereas, the Youth Conservation Corps and the Street Team programs address one or more of the Community Development Division's 2011 - 2012 goals and objectives approved by the Common Council; and,

Whereas, Operation Fresh Start has operated the Youth Conservation Crew and provided exemplary cost-efficient service to the City of Madison for 20 years and Youth Services of Southern Wisconsin has operated the Madison Street Teams and provided exemplary cost-efficient service to the City of Madison for 21 years; and,

Whereas, Operation Fresh Start has over forty years, developed a nationally recognized, and replicated model for providing disconnected youth a path forward to self sustaining employment through conservation and construction work experience and education, and Youth Services of Southern Wisconsin has over 30 years experience providing services to youth and families, and over 20 years of experience providing youth employment services; and
