PREAMBLE

The State of Wisconsin, Department of Transportation, in cooperation with the City of Madison, is proposing to complete Phase 2 of the reconstruction of the Fish Hatchery Road / Beltline Highway (USH 12) interchange from Greenway Cross to Emil Street. The project consists generally of raising and widening the bridge deck, removing the NB to WB ramp in the NW quadrant and construction of a new NB to WB on ramp in the WW quadrant. It includes relocation and reconstruction of Damon Road and construction of water main requested by the City. Work will begin in 2012 and be completed in 2013. The project will be let and managed by the Wisconsin Department of Transportation.

Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow construction activities outside of the hours of 7:00 AM to 7:00 PM. with the passage of a resolution and a hearing before the Board of Public Works.

The reconstruction of the Fish Hatchery Rd interchange cannot be completed between the hours of 7:00 AM and 7:00 PM because:

1. Certain activities will disrupt live traffic lanes causing severe disruption and delay if done during peak travel periods, in particular work done on or over the West Beltline Highway. Night work will be required to avoid traffic backups and excessive disruption to normal traffic patterns.

2. Sawcutting of concrete pavements after the pouring of the pavement must be done
about 12 hours after the installation. The concrete must be hard enough to hold the
machinery. The sawcutting must be done soon enough so that the sawcutting
occurs before the pavement cracks.
