Fiscal Note
The cost of the double-fill in 2012 is about $19,500 for salaries and fringe benefits and will be funded internally in the Fire Department’s Operating Budget through a reduction in other expenditures. The cost of an additional vehicle is $26,000, which will be funded through a Capital Budget transfer from the Fire Equipment project (Fire Department Project No. 3 for replacement of safety, rescue and other operational equipment) to the Fleet Service Fire Equipment Replacement project (Fleet Service Project No. 3). The operational and maintenance expenses for the additional vehicle will be nominal and will be absorbed within the Fire Department’s Operating Budget in 2012. No appropriation is required.

Approving the double-fill of a Fire Division Chief position due to a 2013 planned retirement and amending the Fire and Fleet Service Capital Budgets for a vehicle purchase.
Body
The Fire Department had two Chiefs that retired in 2012. There is a planned retirement of one Assistant Fire Chief in February, 2013. This retirement will result in a promotion of an Assistant Chief and a new Division Chief.
The Department has several projects these new Chiefs will have to work on and/or be responsible for in 2013. Time is needed to work with current Chiefs who may be promoted and with the retiring Chief on the transition of information and process orientation as to projects and responsibilities. The Department would like to double-fill a Division Chief position starting on May 13, 2012 which is in excess of the thirty (30) days authorized by Madison General Ordinance.
The Department intends to reduce training/travel expenses and supply purchases resulting in needed savings for the double-fill of this position for 2012. Any funds transfer will occur in the annual budget resolution.
