WHEREAS, the City of Madison is a signatory to a Memorandum of Understanding with the WDNR, DATCP, and Dane County acknowledging water quality problems at 5 beaches throughout the City; and

WHEREAS, beaches are most often closed due to high levels of potentially toxic blue green algae; and

WHEREAS, the water quality condition of beaches is affected by source area loading and then transport of substances to beach areas is achieved through lake processes; and

WHEREAS, the ultimate solution of improving water quality in the lakes is reducing the overall level of nutrients in the lakes and these efforts are the centerpiece of past and ongoing watershed management programs; and

WHEREAS, given the above, the suggestion was to improve the quality of the water immediately within the beach swimming area; and

WHEREAS, the method to complete this is to expand on the work successfully completed in 2010 at Bernies Beach and BB Clarke Beach, where deflectors were installed to deflect bacteria and blue green algae at beach areas; and

WHEREAS, deflectors shall be constructed at BB Clarke Beach, Olin Beach, and Olbrich Beach or Warner Beach and an exclosure with filtration/UV treatment to circulate swimming area water shall be constructed at Bernie's Beach; and

NOW, THEREFORE, BE IT RESOLVED that the plans and specifications are hereby approved and City Engineering is authorized to work with the WDNR, UW Madison, City Parks and Dane County to design, construct, monitor and maintain beach mana...
