Fiscal Note
These guidelines will be used in the development of 2013 - 2014 project recommendations, contingent upon the availability of Federal Housing and Urban Development funds, State, and local funds. No expenditure is required to adopt the guidelines.

Adopting the Community Development Program Funding Goals and Objectives as a guide to the CDBG Committee for the development of its funding recommendations for the 2013 - 2014 budgets.
Body
WHEREAS, the Housing and Community Development Act of 1974 makes available Community Development Block Grant or other funds to the City of Madison for the purpose of "developing viable urban communities, by providing decent housing in a suitable living environment and expanding economic opportunities, principally for persons of low and moderate income"; and the Community Development Division anticipates that other Federal, State, local and private funds will be available in the coming two years for investment and funding of additional projects that will strengthen efforts to achieve this mission; and
WHEREAS, the CDBG Committee, based upon a review of community needs, its Five-Year community and Neighborhood Development Plan, the performance of Community Development-funded projects, public hearings and other community suggestions, has discussed its objectives for the years 2013 - 2014:
NOW, THEREFORE BE IT RESOLVED, that the Common Council of the City of Madison hereby adopts the attached Program Funding Goals and Objectives, which incorporates funding objectives and articulates performance standards for proposed projects to be used by the CDBG Committee and the Conference Committee in the development of funding recommendations for the use of 2013 - 2014 Community Development Block Grant, Emergency Solution Grant, HOME, City, State, and other funds.
