The Police Department's 2012 expenditure budget is increased by $21,750 for a contract with LeadsOnline and by $26,700 for a new position to begin mid-year. These costs are fully offset by a contribution from PawnAmerica of $21,750 and an increase in General Fund Revenues of $26,700. No additional appropriation is required in 2012. The ongoing costs will need to be funded in future years which could result in the need for additional funding, depending on the revenue received from contributions, licenses and forfeitures.

WHEREAS, on December 13, 2011 the City Council adopted an ordinance change (File ID#23785; ORD-11-00171) to require secondhand dealers to compile and submit to the Police Department electronic records of transactions; and,

WHEREAS, this proposal also included a plan for the Madison Police Department (MPD) to contract with a service provider to provide access to an electronic database of these sales and purchases; and,

WHEREAS, LeadsOnline provides this database service nationwide to assist law enforcement in identifying stolen property at secondhand dealers and pawn shops; and,

WHEREAS, the annual cost to access the LeadsOnline database is $21,750 and,

WHEREAS, PawnAmerica has agreed to provide the MPD with $21,750 to offset the cost of entering into a contract with LeadsOnline to access this database; and,

WHEREAS, the proposal also included increased license fees to partially offset added costs to administer the new pawn process; and,

WHEREAS, these added license and forfeiture revenues are estimated at $26,700 annually; and,
