Adopting a 10-Year Sidewalk Reconstruction Plan for the City of Madison.

PREAMBLE
Since 1969, the City Engineering Division has contracted for the repair of public sidewalk within specific areas which were established by the Board of Public Works and the Common Council. The plans were adopted and updated at 5-year intervals. On May 21, 1996, the Common Council adopted at 10-year plan for sidewalk repairs which included the entire City. For the purposes of planning and coordination with the Alders in whose districts the repairs have been undertaken, the original 10-year sidewalk plan was established using alder districts. The plan was updated by the Common Council on March 5th of 2002. This program has been revised to reflect the work which has been completed and to use the reconstituted alder districts which will be in service from 2012 through 2021.
The budget provides that the sidewalk program is for the repair of defective sidewalk, incidental curb and gutter, and the installation of new sidewalk as requested by property owners or as ordered by the Common Council. This program is also used to install handicap ramps at intersections. Periodic inspection and repair of City sidewalks is required in order to maintain them in a safe condition and reduce the chance of injuries.
In 2006, City Engineering implemented the sawcutting program which provides for the horizontal sawcutting of trip hazards to comply with ADA guidelines. In addition to work needed throughout the City, the sawcutting program follows the 10-year sidewalk repair plan.
NOW, THEREFORE, BE IT RESOLVED, that the following ten-year plan for Sidewalk Repair and Horizontal Sawcutting is hereby approved, subject to funds being made available in future Capital Budgets.
