SUBSTITUTE:  Authorizing the Mayor and City Clerk to sign a contracts with Itron, Inc and NorthStar Utilities Solutions (a division of N. Harris Computer Corporation) not to exceed $11,935,500 for the purchase, and implementation, and maintenance of an Advanced Metering Infrastructure (AMI) system for the Madison Water Utility (City-wide).
 
Body
WHEREAS, the Madison Water Utility has developed a plan for implementation of an Advanced Metering Infrastructure (AMI) to facilitate water conservation, improve customer service including leak detection and self-service consumption data, and optimize infrastructure planning; and
 
WHEREAS, the Madison Water Utility issued a Request for Proposals for a turn-key system including AMI Infrastructure and installation services; and
 
WHEREAS, the Madison Water Utility has received and evaluated eight proposals for an Advanced Metering Infrastructure (AMI) system; and
 
WHEREAS, the Madison Water Utility conducted interviews and site visits with the finalists; and
 
WHEREAS,  Itron, Inc. has proposed a solution utlizing its own products and services along with NorthStar Utlities Solutions and a number of local subcontractors; and
 
WHEREAS, the installation subcontractor is Milwaukee-based Corix Utilities (US) Inc., benefiting the region's economy; and
 
WHEREAS, Corix Utilities Inc. will utilize Madison Laborers Union Local 464 to provide the installation labor for this project, benefiting  the local economy; and
 
WHEREAS, current Madison Water Utility employees will be fully engaged and integrated into the installation process; and
 
WHEREAS, Itron Inc will be subcontracting with Badger Meter of Brown Deer Wisconsin and Sensus through local HD Supply Waterworks to provide the metering hardware requirements; and
 
WHEREAS, the Advanced Metering Infrastructure (AMI) project, named Project H20, will allow the Madison Water Utility to change billing frequency from semi-annual to monthly; and
 
WHEREAS, the funding for this proposed contract and other related project costs has been included in the adopted 2011 Capital Budget in the amounts of $5,600,000 and in the Capital Improvement Program for 2012 in the amount of $8,400,000, for a total project cost of $14,000,000 including all hardware, software, implementation ,consulting and contingency;
 
NOW, THEREFORE BE IT RESOLVED that the Mayor and City Clerk are authorized to execute a contracts with Itron, Inc. and NorthStar Utilities Solutions (a division of N. Harris Computer Corporation) not to exceed $11,935,500 for the above described software, equipment, and related services for an AMI System; and
 
 
BE IT FURTHER RESOLVED, that change orders that do not exceed the Utility's approved budget or the scope of the project as authorized by the Common Council may be executed by the Water Utility General Manager and City Finance Director and/or designee, and counter executed by Itron, Inc.; and
 
BE IT FINALLY RESOLVED, that the Mayor and City Clerk are authorized to execute maintenance agreement(s) as needed with Itron, Inc. and NorthStar Utilities Solutions (a division of N. Harris Computer Corporation) for annual software and equipment maintenance of the AMI System, subject to adequate funding being allocated in the budget in future years.
