The Resolution provides for the expenditure of up to $125,000 from the City Contingent Reserve. Following adoption of this resolution, the available Contingent Reserve balance is expected to total $821,698. There is no impact on the tax levy or State Expenditure Restraint Program eligibility limits.

Body
WHEREAS, on December 31, 2010, the Madison Common Council adopted a Structural Agreement between the City of Madison and
201 State Street; and

WHEREAS, this agreement came about after several months of discussion and information gathered by the Overture Ad Hoc Committee and the Common Council; and

WHEREAS, the information provided to the Common Council did not include an in depth community study of the performing arts in Madison, surveying the needs of local performing arts groups, individual performers, arts educators audiences, and other community members as well as identifying resources available to these stakeholders; and

WHEREAS, a study of this nature has not been conducted during the twelve years that the Overture Center has been in existence and the need for a study is anticipated in the recenty negotiated annual performance contract between the City of Madison and Overture Center Foundation; and

WHEREAS, gathering more complete information about these stakeholders as well as the resources available to them will assist the city in moving forward in its relationship with the Overture Center and other arts groups in Madison; and

WHEREAS, a professional consultant who is expert in the field of performing arts can undertake this study, focusing on the stakeholders' needs, and also examining funding sources, costs, staffing levels, operational effectiveness, types of bookings, and other related data at various local venues.
