Amending the 2011 Operating Budget of Landfill to install a PV solar system at Sycamore Landfill or East Streets Maintenance Facility Site.
 
Body
WHEREAS the City of Madison is committed to implementing renewable energy systems at City facilities; and
 
WHEREAS the electricity produced by the PV System will reduce overall utility cost for the landfill and therefore benefits landfill rate payers; and
 
WHEREAS Madison Gas & Electric (MGE) has a special buyback program purchasing PV-power at above market rate; and
 
WHEREAS the MGE buyback program is limited and almost fully subscribed; and
 
WHEREAS this PV system was not included in the 2011 Landfill Operating Budget; and
 
WHEREAS landfill reserves are available to fund this project.
 
NOW THEREFORE BE IT RESOLVED, that the 2011 Operating Budget of Landfill is hereby amended to fund the Sycamore Landfill PV System through the application of landfill reserves.
 
Fiscal Note
The budget amendment contained in this resolution utilizes Landfill operating fund reserves to finance a photo-voltaic (PV) project at the Sycamore Landfill. Since landfill expenses are covered entirely by landfill remediation fees and reserves, there would be no tax levy or General Obligation Debt borrowing impact.  The budget amendment necessary is as follows:
